In 1986, Sunmark Corporation, The Developer of both Sun City Center and Kings Point,
during this timeframe: Deeded the property needed to Four lane State Road 674, with the following stipulation:
That the Florida State Department of Transportation (FSDOT) would build, on the southside
of S.R. 674 right-of-way, a Golf Cart Path, running parallel to S.R. 674, from Kings Blvd. to the entrance of St. Andrews
Estates. The path would end at the intersection of Stoneham Drive and S.R. 674.
The Florida State Department of Transportion agreed to the Stipulation that they would
build and maintain the path. The property was deeded to FSDOT and the path was built and completed either during
the Four laning of S.R. 674; or shortly after.
Mr. Frank Diehl, Owner and Developer of the Shopping Mall, located on the southwest
corner S.R 674 & U.S. 301: Made an agreement with the FSDOT, and was given written authority by the state to build
a Golf Cart Path from Stoneham Drive to his Strip Shopping Mall. He agreed do the work according to state specifications.
He said, he donated all the equipment and supplies necessary to build and complete the path link, for Golf Carts to travel to
his Shopping Center and the Copper Penny Restaurant. He also stated, that the State agreed at this transaction; for the
state to maintain the path, since is on the state's right-of-way.
The path was built, in 1987 or shortly after in 1988. It has to date, never been resurfaced:
It has been repaired twice to my knowlege; the last maintenance work, was during the week of April 17, 2006, maintenance crews
from the FDOT Tampa Maintenance Yard were sent to this area to patch any surface deficiencies and bring the path into an acceptable
condition.
It has been nearly 20 years since the path was built; and at this point of time the
path is in dire need of a complete resurfacing, for the safety & welfare of over 7,000 golf cart drivers in Sun City Center.
Both, Eugene (Gene) McElroy and the Kings Point Federation received a letter
from: Mr. James Moulton jr., P.E. Director of Transportation Operations
Re: Sun City Center Golf Cart Path
Dear Mr. McElroy:
Audi Canny of Commissioner Storm's office has requested that I reply regarding your
inquiry of maintenance responsibility for the golf cart paths in Sun City Center.
The department has researched the background of the golf cart path that is on the
south side of State Road 674 and extends from Kings Boulevard eastward to the strip shopping center at the southwest corner
of the intersection of US 301 & State Road 674. We have determined that the golf cart path is located within the FDOT
Right-of-Way and as such the Department will be responsible for its maintenance.
During the week of April 17, 2006, maintenance crews from our Tampa Maintenance Yard
were sent to this area to patch any surface deficiencies and bring the path into an acceptable condition. Representatives
from our maintenance facility will monitor the condition of this path in the future to ensure that it is being properly maintained.

S.C.C. Southside Golf Cart Path.
Update report: April 5th, 2012! The new paving of
the Southside Golf Cart Path is completed.
The reports I have been getting are positive; everyone seems
satisfied and happy to have a much safer path.
We thank Mr. Harvey Hunt, P.E., Ms. Anita Montjoy,
P.E., Tampa Area Maintenance Engineers { (813) 744-6038 } and their Maintenance Crews, for a job "Well Done".

I sent an e-mail message to: Mr. Harvey Hunt, P.E., Tampa
Area Maintrnance Engineer, with the following message: Mr. Hunt, I am Eugene (Gene) McElroy, Chairman of the KP Federation
Golf Cart Committee, Sun City Center, FL 33573.
I have received many Complaints about the condition of the Southside
Golf Cart Path, on the southside of S.R. 674. I will relay most of them thru the enclosed pictures.
I have talked to you before, relating to the history of the path, when
it was built, who built it, and also when Frank Diehl got permission, from the state road department, to build the connecting
link, from the eastside of Stoneham Drive, to his Shopping Mall: Located on the Southwest side of the S.R. 674 & U.S.
301.
To get to the point: This Path is approximately 20 years old and has
never been resurfaced.
This Path has problems that need to be corrected. Would you check into
the feasibility of the Path being resurfaced.
If this is possible, then all the existing problems could be corrected
or eliminated, hopefully for the next 20 years.
We have over 22,000 residents here, plus over 7,000 Golf Carts operating
on our roads and Golf Cart Paths.
Please keep me informed as to what can or will be done!

I then sent the following e-mail to Mr.
Hunt:
Dear Mr. Hunt, Here is some more information, on the Southside
Golf Cart Path's condition; also some action that was taken and possibly with some misunderstanding!
There was supposed to be placed, on the new Sidewalk, (Leading
to U.S. 301) in the Strip Mall, a Sign reading, "No Golf Carts Beyond This Point." This was to prevent, or help prevent Golf
Carts from crossing U.S. 301 to try to get to the new Super Wal-Mart Store.
The Sign was missplaced, as shown in the previous pictures
I have sent you!
The "Stop Sign", on the Golf Cart Path, was removed;
and the Sign "No Golf Carts Beyond This Point" was installed, in it's place, at the entrance to the Strip Shopping Mall. Note: Someone promptly sprayed it with black paint. Not
only that, but the Sign that read "Golf Carts Only", on the Golf Cart Path as you leave the Shopping Mall, was also removed!
We have residents of Sun City Center who work in the Mall,
some of them not only work there, they own Shops in the Mall, and drive their Golf Carts back and forth to work. Since I am
Chairman of a Golf Cart Committee; they have asked me to see if I can do something to get this corrected.

I got a phone call from: Anita Montjoy, P.E..
Assistant Tampa Area Maintenance Engineer, FDOT.
She wanted to know if I could arrange to have a Discussion
type meeting setup, where she and Dwayne Kile, P.E., District Design Engineer:
Could discuss with the local dignitaries:
1. Correcting existing problems on Golf Cart Path.
2. Discuss Resurfacing of Path-------Long Range Planning.
This will be a Discussion type meeting to come to a solution,
beneficial to all residents of Sun city Center.
I told her on such short notice, I could possibly set up
an Ad-Hoc type meeting that would work!
She said the FDOT could meet with our members, on July
3, 2007 @ 4P.M., I said I would try to get the K.P. Federation Room, for that date and would call her Monday, June 25, 2007
to confirm the Meeting!
I called Monday, to confirm that we did have the K.P. Federation
Conference Room for July 3, 2007 @ 4P.M.
Anita Montjoy P.E. DOT, said the date and time for the
Meeting, would have to be changed to: July 18, 2007 @ 2P.M.: To meet with the schedule of Mr. Dwayne Kile P.E., District Design
Engineer.
"I said, (to myself, back to the drawing board) I'll see
what I can do!"
Our Meeting was held, on July 18, 2007 @ 2:00 PM. Present, from Kings
Point, Eugene McElroy Chair, and Dave Green. Present from SCC Community Association was Uta Kahn and Jim Duffy. From
FDOT Anita Montjoy, P.E. and Dwayne Kile, P.E., District Design Engineer, and Thomas Gaffney Sr. Roadway Engineer.
This was a discussion type meeting, covering the problems with the Golf
Cart Path and the possibility of getting the path repaved. The Maintenance Manager said all of the pot holes had been filled
in and the bad sections of the path had already been repaired. Mr. Dwayne Kile PE, design engineer; said Long range planning,
it would be, at least four or five years, down the line, before the path could be re-surfaced. Somewere in the year 2011 or
2012. Guess what; it is 2012 and it is going to be resurfaced in March and possibly finished inApril! It will be
the same width, but a much smoother surface. It will not be a multi-purpose path as a lot of residents had hoped for!

STILL SOME PROBLEMS THAT NEED TO BE CORRECTED, WHICH ARE LISTED BELOW. BUT THE FDOT HAS ASSURED THE SCC RESIDENTS THAT
THEY WILL MAINTAIN THE PATH IN A SAFE CONDITION, FOR US TO DRIVE OUR GOLF CARTS.

HAS POSTED ON THE GOLF CART SIGNS, AT EL RANCHO AND STONEHAM DRIVE, THE FOLLOWING INFORMATION: "CROSS SR 674
