News: FDOT Decision:
S.R.674 Golf Cart Crossing at Stoneham Drive / El Rancho Drive: Is not an
Approved Crossing!
Received e-mail from Jim Moulton jr. P.E. FDOT,
Director of Transportation, District VII.
In response to your email dated September 14th regarding golf cart
usage our research was unable to locate any law passed in 1988 that specifically granted golf carts permission to cross S.R.674
at 1) Kings Boulevard / Valley Forge Drive, 2) Trinity Lakes Drive / Sun city Center Plaza, 3) N/S Pebble Beach Boulevard
or 4) Stoneham drive / El Rancho Drive. Therefore; our decision making process will be based on the following Florida Statutes
- 316.212, 316.2125, and 320.01.
A review of F.S. 316.2125 does permit the reasonable operation of golf
carts, equipped with nominal safety features, to operate on the streets of a self-contained retirement community, unless prohibited
by a county or municipality having jurisdition. However; F.S. 316.2125(2)(b) stipulates "The Department of Transportation
may prohibit the operation of golf carts on any street or highway under its jurisdiction if it determines that such prohibition
is in the interest of safety."
We can find no records relative to the Department approving a golf
cart crossing on S.R.674 at Stoneham Drive / El Rancho Drive.
In addition, no crosswalk markings are in place on S,R.674 at this
intersection, and the existing warning signs do not designate a crosswalk at this location. The Department along with Hillsborough
County, has determined that golf carts should not be permitted to cross S.R.674 at any unsignalized intersection (which would
include Stoneham Drive / El Rancho Drive), in the interest of safety per F.S. 316.2125(2)(b).
We thank you for your understanding of our position in this matter.
FDOT: Recommends Golf Carts, not use this crossing, but go to Pebble
Beach Blvd. and use that crossing instead! If you continue to use the Stoneham Drive-El Rancho Drive Crossing; You are
doing so at your own RISK!

GOOD NEWS---Golf Cart Paths
LETTER FROM JIM V. MOULTON FDOT
Dear Mr. McElroy
Audi Canney of Commissioner Storms' office requested that I reply regarding
your inquiry of maintenance responsibility for the golf cart paths in Sun City Center.
The Department has researched the background of the golf cart path that
is on the south side of SR 674 and extends from Kings Boulevard eastward to the strip shopping center at the southwest corner
of the intersection of US301 & SR 674. We have determined that the golf cart path is located within the FDOT Right-of-Way
and as such the Department will be responsible for its maintenance.
During the week of April 17, 2006, maintenance crews from our Tampa Maintenance
Yard were sent to this area to patch any surface deficiencies and bring the path into an acceptable condition. Representatives
from our maintenance facility will monitor the condition of this path in the future to ensure that it is being properly maintained.
If any of the local residents have any concerns about the maintenance
of this path, they can call Harvey Hunt, P.E., Tampa Area Maintenance Engineer at (813) 744-6038. Email: harvey.hunt@dot.state.fl.us
Jim V. Moulton jr., P.E.
Director of Transportation Operations- District VII

MORE GOOD NEWS--County
Northside Golf Cart Path--LETTER
from Bob Gordon P.E., Director, Public Works.
AR 43933, CLOSED
Bob Gordon P.E.
Dear Mr. McElroy,
Audi Canney of Commissioner Storms' office has requested that I reply regarding your
inquiry of maintenance responsibility for the golf cart paths in Sun City Center.
I am pleased to hear that the State Department of Transportation has maintained the
golf cart path within their right-of-way. Likewise, the County will maintain the portions of the golf cart path that are in
County right-of-way. This is the preferable arrangement for maintenance as both agencies will only be responsible for what
is within their respective right-of-way and there will be no liability or permitting issues associated with the maintenance
activities. Futher, this obviates the requirement for an inter-local maintenance agreement between the State and the County
and the need to do periodic intergovernmental billing for maintenance activities.
Sincerely,
Bob Gordon, PE, Director
